My current shop floor (28x36) is plywood on 2x12 joists 12" on center. There are a lot of advantages to it although I certainly don't discount concrete. The framed floor can provide access for wiring directly to machinery with floor outlets if desired. It allows for under-the-floor dust collection ducting. It's much easier on the feet and legs than concrete. It is easily insulated. As well, you can screw temporary jigs, braces etc directly to the floor when you need to.

As I sit here reading the post on the site with my legs hurting from my feet to my knees, after having spent the day in my shop, standing on a concrete floor: I'll vote for a wooded floor.
