    Are these not just plain cutters with no holes in them for retaining in the head

      yes , i believe so. number 100 is a straight cutter no style or design a bit wider than number 1

          any machine shop with EDM can make you blanks in HSS . EDM is how you cut holes in HSS. Maybe even the your saw sharpening service may be able to do it . then you can can have custom shapes made
