Saw this pic on face book and thought it was a fun way to make a whole batch of toys. It would be an interesting exercise to figure out the profile on the faceplate to get the desired cut offs.
It would certainly be fast on a lathe. I guess you could reverse engineer any simple shape simply by looking down on the top then down oat the underside. If you use a router you can do it on a straight board rather than a circle.

These turnings are traditional figures and are made on a lathe, it is typical German handmade works, but now also has CNC working involved, I got 2 Youtube videos here, where the one shows the turner actually working on the lathe and turning a ring, the other one is also traditional pieces and shows the CNC involved just for a minute, there are a number of other Christmas figures and workings shown, enjoy .
